ICBA and other groups met with Federal Reserve Governor Stephen Miran and reiterated that the Fed’s November 2023 debit interchange proposal should be rescinded.
Background: Two pending court cases produced conflicting rulings, creating uncertainty around the current state of the original 2011 Regulation II, upon which the 2023 rulemaking is based. In the Corner Post case, U.S. District Judge Daniel Traynor in August ruled that the Fed exceeded its authority in how the central bank set limits on debit card interchange fees.
