Senate passes NDAA with ICBA-opposed measures removed

The Senate passed the National Defense Authorization Act by a 77-20 vote after removing several ICBA-opposed measures from the bill.
TILA Burdens: Lawmakers removed the ICBA-opposed Section 705 of the ROAD to Housing Act, which would have codified into statute the “reconsideration of value” process for property appraisals into the Truth and Lending Act and imposed disproportionate burdens on financial institutions. ICBA and other groups last month told senators they had significant concerns with the provision.
Durbin-Marshall: ICBA efforts were also successful in keeping the Durbin-Marshall proposal to implement new credit card routing requirements out of the final NDAA. ICBA and community bankers have repeatedly told Congress that the proposal would force a costly overhaul of the payments landscape, end credit card reward programs, and reduce consumer access to credit for the benefit of large merchants.
What’s Next: The bill now heads to President Donald Trump’s desk to be signed into law.
